The supreme standard of the French legal system and the founding text of the Fifth Republic, the Constitution of 4 October 1958 was adopted by referendum on 28 September 1958. It organises the public authorities and defines their role and relations.
Its preamble expressly refers to three fundamental texts: the Declaration of the Rights of Man and of the Citizen of 26 August 1789, the preamble to the Constitution of 27 October 1946 and the Environmental Charter of 2004.
The 1958 Constitution has been amended twenty-four times since its publication, the latest amendment being the constitutional law of 23 July 2008 on the modernisation of the institutions of the Fifth Republic.
