Compared to the United States, France seems quite versatile in constitutional matters. Historians have counted nearly fourteen constitutions since 1791, and each new election is an opportunity to debate the desirability of a 6th Republic.
In order to understand our rule of law and analyse the rules governing the relationship between the governed and power, the historical dimension is essential.
